Benton County Transportation Systems Plan
Benton County Transportation Systems Plan
Welcome to the informational page for the Benton County Transportation Systems Plan (TSP). The 2019 adoption of the Transportation System Plan can be viewed here
What is the TSP?
Making the County safer, one road at a time!

- The aim is to design an equitable and efficient transportation system that caters to vehicles, bicycles, pedestrians, public transportation, and the movement of goods. The TSP also safeguards the community’s values and preserves the characteristics that make Benton County a popular destination for residents, tourists, and businesses.
- The Transportation System Plan (TSP) is a roadmap for short and long-term (20-year) transportation investments in Benton County. It assesses the existing transportation system, sets policies, and identifies projects that enhance the county’s overall quality of life. The plan can be implemented by the county, cities, private developers, and state or federal agencies.
- Oregon State requires a TSP to integrate local plans with the statewide transportation system. Benton County’s current TSP was last updated in 2006. The most recent update to Benton County’s plan was necessary to reflect changes since then and align with ongoing regional transportation plans. Benton County is now working on improving the current transportation system and creating a financially viable forecast for its development by 2040.
Objectives
What does the TSP achieve?
- The project will ensure consistency with applicable laws and adopted plans, and adequate public participation throughout the entire process.
- The County TSP will be updated to improve the transportation network between communities, based on existing and planned land uses.
- The cities of Adair Village and Monroe will have separate plans for their unique transportation needs.
- The County’s transportation system will be coordinated with the regional system.
- Transportation facility standards will be developed to consider all modes and available resources.
- A prioritized list of needed transportation facilities and services will be created, considering future revenues.
